H-1b part time is permited by USCIS. When file ETA 9035 and to get prevailing wage, all of them have the part time and full time blank to be choiced. Therefore, you want to be a part time H-1b is ok. However, if you want to be part time h-1b, you probably have not enough time to be a full time student. So, good choice is to be a half part time and half part time.
