you need to keep all copyies of inquiry letters to USCIS and/or FBI, letters asking Senate or congressman for help, a letter from FBI to indicate that you have no record in the FBI central system by sending them FOIP request. These pieces of evidence demonstarte that you have comsumed up all possible adminstrauve means to get the issue resolved. So you are forced to file WOM against them to push them work on your case and get a final result.
