For returning RFE, your letter should clearly stating that. I had 12 weeks to do that.
I work at University. for permanent letter, it is better to use human resource. My boss did that for me because he also is division chief (actually he does not qualify to do that). I just moved, so I don't want to make it too complex. I hired lawyer to draft the letter for me. Please give me your email, I can send to you.
