No, USCIS never handles immigration cases by email. I do not know whether lawyer can write this kind of letter, and what I know is that they just called USCIS to revise wrong information, such as wrong name. But if your lawyer wants to help you to revise the problem, he or she may write an appeal letter.I hava no idea about your lawyer.
