From the prevailing wage request, it shows that you may be get it because it shows hourly, weekly, and yearly wage requirement. But the problem is that you could not prove the position which could not be filled by America citizen because it is only a part time position. So, it may be difficulty for you to get it, but you can try it. As far as asking for a lawyer is considered, I think you need one. H-1b is more complicated, not any one can do it unless you have enough time to resarch it.
