you are idiot, xiaobaitu is right. Name check is another name for background check. FBI is not interested conducting many checks for you, because they charge a fee for this service. USCIS conducts its own IBIS check which is really a "name" check. There could be many factors involved in the FBI name check case delay, dup of name is just one of the excuses...go figure why.
