1) You can talk with your employer to use severance package as regular pay to delay your layoff date.
2)Pay stubs are not a must in transfer cases. In many cases, an employer letter does the same thing as proving your H1B status.
All those are based on the assumption that your current employer won't notify CIS in the next few months.
