FYI: My case takes forever...
I recieved the favorable recommendation letter from DOS in last August. In September I receievd the receipt from USCIS-California. Then it was transferred to TSC in March. So far I have not yet recieved any response. Hopefully your case won't be like this. As I know, even if it is pending, you can still go for GC applciation only with the favorable recommendation letter and the receipt. I did so last September.
