Urgent! 請教對於加拿大的第三國簽證問題

My hu*****and and I both hold H1-B now. We are thinking of visiting our parents in China after five years
in US, especially before our Green Card application. Before 9-11, it was a typic way to go to Canada and get a Visa to US which has two entre permit to US. So, we can use one from China. I heared that after 9-11, 加拿大的第三國簽證 to US had been blocked for a while and then restored with some new requirement.

Do you know how likely we can get a Visa from Canada?

My hu*****and is a Chemical Engineer in a big company. I am an accountant in a small company. Maybe it is easier for him to get the Visa.
If it is not easy for me to get the Visa, I will risk my application and premium process fee for my H1-B and may have to wait for the quota for next year.
