Because CIS doese not require sealed letter, I don't think you can get more credential even the letter is sealed. However, if it is not so strong, definitely you may get very negative effect on your petition. I am afraid that the letter is not so strong if he prefers sealed it! If I were you, I will open it when I get it and check how is it. If it is not so strong, just trash it. All the letters should be as strong as possible.

this is only my opinion. please ask other experts here, such as Xiaobaitu or twocents ...
