J1-F1, can F2 enroll to study?

I am a J1 without waiver and I am going to TJ to transfer to F1 with a full financial aid. My hu*****and has an intention to study for a master degree but he did not get admission.He will be F2. We are going to Texas.
Can a F2 enroll in a degree study program?
Can I apply for J1-two years home stay waiver during my F1?
