electronic letters? ask help from Xiaobaitu, two cents and other

We are planning to send out the RFE this Wednesday. Actually i had the originally signed recommendation letters at my hand. But the laywer just asked me to scan them and send him the electronic copy? It is kinda of werid. Is it normal?
