律師的選擇

我自己對移民一個問外漢，所以要找律師。
這段時間谘詢了一下，發現
美國律師charge 6000,但是給draft reference letters;
中國律師3500,不給寫reference letters,
請問有必要多花2500嗎？
還有美國律師會好些嗎？
