How get I-140 approval letter?

Hi All,

I need your kindly help.

My I-140 (EB-1A Case) was approved in November 2003 by Vermont Service Center. Because I have left USA in 2003 and moved to China, I have not received any notice from INS. How to ask VSC to send an approval notice to me? I get the approval information from INS website.

I have sent letters to ask INS to change my address but no reply from VSC. I also checked NVC if my case number has been set up, but no recorder information of my case.

My I-140 form was filled to use I-485 but later I wrote a letter to ask INS to change the form to CP process. I am not sure if it was changed. So I am very urgent to know the result.

Could you tell me how to contact with INS and ask them to send the notice to me?
