本人(你LP)人在美國，遞交了I-485後才能申請。允許在海外申請AP的是極少數人道主義緊急入境的案例，而且要DC的國務院總部批準才能簽發。
H4簽證隻要確定是真結婚就可以簽發，和英文好不好沒有關係
