Was it denied directly without RFE. wasn't it?. That is weird!!

If you have a lawyer, you may try to appeal if your lawyer is willing to help without additional charge.

Otherwise, just file a new NIW application with some expert's help.

I guess your cover/petition letter probably was too simple in addition to "too many recommendation letters.
