Evidence for NIW I140 REF

Anyone can provide some general suggestion for I140 RFE refiling?

How likely refiling will get approved?

Does the evidence e.g. paper published after the initial filing date account?
Are good recommendation letters the only way to show that the alien will serve the national interest to a substantially greater degree tahn would an available US worker having the ame minimum qualifications?
