請教如何回這封信

給一位不認識我的推薦人寫了一封電子郵件看能不能寫推薦信。他回信說，a little reluctant to sign as he has not actually meet me. 但是又說 If sending him more information about my requirements so he can better understand what I am asking him to do, then maybe he will reconsider. 請教各位，我該如何回這封信呢，他是不是婉言拒絕我了。還是可以再考慮，我應該給他提供些什麽材料讓他明白我要的推薦信。多謝多謝了。
