1.if your hu*****and's company is not nonprofit company or has people less than some amount(100?), and if this is the first time h1b extension (not H1b 7th year extension), the company must pay 1500+190.

2.for h4,you have to pay H4 extension fee. check I-539 form for the amount.

3. yes, you can wait to file H4 extension by yourself after your hu*****and get H1 receipt or h1 approval.
search my post and I had how to do H4 extension by yourself.

4. it depends on which center for h1b approval.
