1. I think that you should negotiate with your lawyer. It is reasonable to request at least some discount for the second filing
2. You can still use some old reference letters,but you need to add new material.
3. There will be some effect. So you need prepare well answering the points raise in the denial notice. However the officer in the second time is likely different, the impact is limited.
4. Send to NSC (NSC will send half to TSC, test your luck and your laywer's connection)
