unless your sister or her hu*****and is very powerful, rich or deeply rooted in China, otherwise, even we
all doubt that your sister's child will overstay in USA with you, not to mention VO will sure have a hard time to believe the child has no immigration intent.

But if your sister is so powerful, that everyone will believe the child will go back to inherit her power and wealth. So will the VO believe it and give child a visa easily.
