If a J1 program is sponshored by either US or Chinese

government, it is subject to 2-year residence requirement for sure according to the law.
Otherwise if a J1 program is privated funded, for almost all Chinese J1 holders (except some exchange high school student), they are still subject to the two-year residence requirement because all possible skills are listed in the Exchange Visitor's Skills List for Chinese .
