Sorry my J1 waiver has been more than two years before so I may not remember clearly. As I could recall, the recommendation letter will be sent to both you and the USCIS who will review your J1 waiver. You could call the DOS to check why you still did not receive it, but the key point is the USCIS must receive it, so they could process your case later.
