請教關於J-1waiver應該向哪國大使館申請的問題(詳情請見內)。

我是J-1 POSTDOC，準備申請WAIVER。
我的PHD是在日本拿的。然後，直接從日本來的美國。
經查閱有關資料，及駐美日本大使館網站得知，我可以通過日本大使館申請，（由於相對於中國大使館，手續簡單而且節省時間）。
請問：
1 我應該通過哪國大使館申請。
2 如果我通過日本大使館申請，我想一年後轉H-1，估計不會有影響。不知道將來申請綠卡時，會不會有什麽說法。
