I donot agree with you. SKIL is supported by both R and D, both S and H. There is similar provision in Comp Imm Reform bill. But the Reform bill, including EB parts, actually were delayed by disagreement on Illegal Imm issues.

The sponsors of SKIL tried to seperate the EB parts from others of Comp Imm Reform bill, and get passed then.
