One of my coworker had the same problem in Nogales. She called lots of people for help, including a congressman. This effort turned out to be in vain. Fortunately, she was bailed out by a friend whose father is working in local law enforcement. She was able to come back with her passport and to wait for the check, which took about 1 week to complete.

In your case, perhaps you guys can do nothing except for sitting tight and spending lots of money across the border. Good luck!
