Dr. Charles Hwu, who is listed among available doctors in several health maintenance organizations' brochures, was recently reprimanded by the state for incompetence and neglecting to care properly for seven patients, including one with congestive heart failure who died under his care. But that reprimand did not cause New York Hospital Medical Center of Queens to dismiss him or the H.M.O.'s to drop him off their lists.
