EB3 and EB2-LC based. However, until now, there is no time frame for implementing EB2 premium processing.
Your wife can start with a EB2 perm. After PERM is approved, depended on the situation at that time, she can decided to go ahead with either EB2 140 or EB3 140, or both. I'd like to let you know that under CIS regulation, people with EB2 LC is allowed to petition both EB2-140 and EB3 140. However,in some cases, CIS recently starts to deny one of them when both of them are filed.
