If your J1 is approved after H4, your H4 is gone and you will be on J1. The consequence is: 1) You have to refile your H4 application to get H4 and you may need a waiver to do that. 2) If you does not work for J1 sponshor, you are out of status immediately, you have to leave to get H4.
Right now, your J1 is denied. So you are safely on H4. In that sense, CIS is doing you a favor.
