You don't need SSN to get DL in California.

When my wife was on H4 visa, the DMV didn't need SSN for her DL. Instead, DMV needs to know that the applicant is ont qualified for SSN from Social Security office. This part of information took about 1 month.

In general, DMV officers only know that SSN is required. Talk to their manager, manager usually knows more rules than these field officers. My wife had to talk to the manager to figure out the rule and then she got the DL.
