小白兔， 緊急求助：H1B 批準但F轉H被拒

我去年遞交了140(approved)和485，今年OPT過期，申請
H1b. H1B 被批準，但 經辦人詢問 USCIS時被告知身份轉換申請
F->H 被拒，所以不能工作。不知道是否和申請了485有關，不是都說不用EAD
就沒有關係嗎？除了申請EAD,我是不是隻能出境簽H1b?
