From your story, I only see that your offer is very far away from secure. It is only under very early phase of entire recruiting process.Your assumption may not be correct about why you didn't get any response from the low hand guy you may think. Actually the low hand looks like a key person in the team. Unless he is satisfied with your skill and personality, he will be the person who will eventually piss off you. After the phone interview, the hiring manager should setup an on-site face-2-face interview with every key member of the team including that low hand one. Apperantly he can piss off you later during on-site interview if he want to do that. Looks like that they are not interested in pursuing you further at all. Honestly it looks like that it may be a routine process for PERM application. This kind of phone interview is so common now. By the way unless it is an academic position, I saw so many PHD particularly from China have much lower skill than my several local american developers who only own high school diploma.
