PERM or NIW?

Hi

This is for my friend: The company she is working for approve to sponsor GC application via PERM.

She has Ph.D so she is thinking to start NIW.

Is this necessary to have both NIW and PERM since they are both 2nd preference? In terms of timing, which one is faster for both I140 and I485 application? Thanks.
