Does I485 REF means NC cleared? Anyone?

Does anybody have any opinions on this?

The following are my timeline:

I-140(EB2-NIW) Approved on 06/2005,
I-485 Received on 05/2005,
FP(code3)on 09/2005,
PD current (09/2004)

Made a phone call to NSC about 4 weeks ago asking status of our 485 case, got replies via e-mail and postal mail saying:

"A check of our records establishes that your case is not yet ready for decision, as the required investigation into your background remains open. Until the background investigation is completed, we cannot move forward on your case".

Today I got an e-mail saying an REF was sent on August 29. Does this mean that the name check has been cleared? Anyone know? null
