If you are in H1 using the cap number, then you can work after the I-129 receive date. the RD is the date when Fedex confirms delivery to service center, if the petition is NOT rejected.

So, you cannot be 100% sure about the acception before the notice date or before you actually have the receipt in mail. However, if package is prepared well, 99% confidence that you can start working after the delivery confirm date.
