J-1 waiver 一問

我剛剛從F-1 轉成 J-1. I have gone to Canada to apply the J-1 visa.
Both my DS-2019 and my J-1 visa stamp have a term saying:
"not subject to 212(e) two-year residence rule".
這是否意味著我不必申請waiver就可以轉成H-1b 身份。申請綠卡是否也不受限製？
