If I were you, I would not take the risk to apply the mulitiple visa. Yes you can come back with a valid I-94. However you are not garanteed to get the multiple entry visa because the situation has changed since Toronto arrested 12 guys. I heard people is getting one-entry visa and it is expired in a very short of time (one month).
