You probably misunderstand something. Unless you withdraw your RIR, perm won't affect RIR. The approval of PERM will be different from RIR. Once your RIR is approved promptly, you still can use RIR to file 140 (throw the perm away). Only when your RIR takes longer time, you use the PERM to file 140. Even in this situation, you still can get PD of your RIR after RIR is approved and your file another 140 based on the RIR.
So far, any estimation is not reliable. There is no official website for the BEC's processing time. You may get something from your lawyer.
