I had my degrees notarized before I left China.
my company helped me to get it evaluated by an evaluate agency when the company applied my H1-B visa 6 years back.
I used the copy of that evalution result when I applied my 140
It worked for me.
For reducing the risk of being RFE, please have your degrees evaluated.
