xiaobaitu, my husaban H1B wants to go back to china

at the end of this year, since we live very close to canada, do you think it is better to ask the H1B visa in canada first ? it is 2 entrie with H1b in canada?

If he applyies the visa in canada and he got seurity check, or refused, can he still come back to USA with valid I-94? Do they withdraw I-94 at custom?

He is apply the PERM, does it has some bad effect to get the h1B visa?
