About H1b transfer question! waiting online...

My wife apply labor cert and I140. My I485 is pending right now. And my h1b is extended for 7th year already in my current company. Now, I want to change job to another company, may another company apply 7th year h1b transfer for me? The attorney in that company is a newbie, she try to figure it out, I need to convince her...
