Please help! Xiaobaitu, Mytwocents, etc.

My I-140 (NIW) was approved on March 2, 2006, and my I-485 is pending with PD of July 5, 2005.

Now, I want to change my job. I am currently a postdoc at a university, and have an opportunity to work at a bank (I am the top candidate). The bank is hiring an Immigration Consultant to review my immigration documents, and saying that they need to make sure this job change will not jeopardize my I-485.

But my friend told me that there is a law called "AC 21 portability" which allows us to freely change jobs after 180 days from the approval date of the I-140.

I searched AC21 in this forum and could not find the useful information.

Could you please answer my following questions?

Is my friend right? I mean, what is the content of AC21 that applies to my current situation?
