That sounds better than the original one. At least it will delay CIS time for decision. If they want clarification, they have to issue another RFE or transfer you to local, which will buy your more time. Of course, it will be better if you can change the letter to: Research associate is a permenent position in XXX univeristy. XXX university intends to hire XXX indefinitely as long as visa staus permits......(job duty...).., In addition, job is depended on funding avaiability(better remove this too), bla, bla."
Your HR people should have much experience drafting such a letter.
