NIW I-140 RFE: TSC

I got the RFE letter from TSC for my NIW I-140. My EA case has been approved months ago. In this letter the officer stated that my EA case has been approved. And at the end of the RFE letter, the officer wrote:

You may withdraw this unnecessary petition if you desire, or the evidence requested above. If you continue to desire this petition's approval, please also state the reasoning for doing so.

Anyone has same experience? It seems like I am encouraged to withdraw my case. Do you have any suggestion?
