1. If he is still on J1. The impact of 485 denial is in the Gray area. He may or may not have to leave. But leaving is always the most straight forward approach. However if his H1 application is already in line when 485 is denied, he also can wait a few days to see if the application gets through.

b. 存在. The decision about his case has something to do with his situation.
c. Regulation requirs a waiver before filing 485. He better hold his 485 until got waiver.
