Don't place early blame on him.
This is based on an advanced notice from CIS to AILA, all member counslors received this notice. And already 43500 APPROVED is from the one and only authority:USCIS but the 20000approved/20000pending numbers you kept repeatly saying is foundless.
USCIS will release formal press announcement next week about the cap. I estimate The cap will be reached in April or earlier. We still need to wait till next week and see in CIS's formal announcement whether there will be any set date on stop accepting premium H1B cap cases.
