A hard case: Can this B-2 change status to F-1?

One 16-year-old kid came to US with B-2 and statyed for one year (with one extension). He went back China and came back to US recently because his valid multiple entrance B-2 visa. However, when he passed the custom, the officer wrote three sentences on the back of his I-94 card, 'No extension, no adjust of status, no change of status' and he was only allowed to stay for 6 weeks. I have three questions,

1. Can he still apply for changing to F-1?
2. If he is out of status, will his case affect the people whom he lives with? That people is still in the process of GC application.
3. If yes for the second question, will it safe to the people that he doesn't live with that people with out of status?
