Is this true? Please verify

Get this from USCIS website: "While the EB-1 worker of extraordinary ability may petition for himself or herself, the employer must file the petition for an outstanding professor or researcher and a multinational executive or manager."

I filed EB2 and wanted to file EB1 (outstanding researcher) by myself. Seem like it is not possible anymore?
7 journal paper + 2 patents + 3 journal paper from China and the lawyer told me that I was not qualified for outstanding researcher!
