Help! I-131(AP)expired. How to return to US?

My father went back to China last year while waiting for his background check result to be cleared. It's been more than 3 1/2 years. Finally his background check cleared recently. He was asked to go for interview regarding his green card. But His I-131 has been expired on Jan. 06'. How can he to return to US? Go to US embassy in Beijing apply for Visa or USCIS could extend his I-131?
