關於where to file，請問你在哪裏看到那個AP都應遞到Chicago的新規定的? USCIS的I-131form 網頁上(http://www.uscis.gov/graphics/formsfee/forms/i-131.htm)是這樣說的:

Effective December 1, 2004, if you are filing for advance parole, and are filing Form I-485 for family-based adjustment of status 。。。you will need to send your Form I-131 to:。。。Chicago

我的理解是如果I-485是family-based的，AP就遞到Chicago,因為中間用的是and，not "or"

而那個press release 上好像說的是所以的I-131都應遞到Chicago:

Sounds a little confusing to me...

如果說從Devember 2004起，所有的I-131都遞到Chicago,那麽為什麽其它的center也在處理這些申請，而且TX還處理的很快的說。
